Non-Ocean Outfall Legislation Program

Overview

The Non-Ocean Outfall Legislation Program requires utilities in Southeast Florida to cease the normal use of existing ocean outfalls for discharging wastewater by the end of 2025, with a saving of more than $300 million by implementing an innovative and forward-thinking engineering approach.

As part of this project, AMBRO provided construction management services for the installation of approximately 10,000 linear feet of a 42-inch transmission main, connecting to a 36-inch stub-out as part of the Miami-Dade Water and Sewer Department’s Downtown Loop Project. The project was located at the intersection of Biscayne Boulevard (SR-5 / US-1) and NW 5th Street, extending toward the Port of Miami. The new transmission main was designed to accommodate future system expansion and improvements outlined in the Port of Miami’s Master Plan.

As construction manager, AMBRO conducted the pre-construction meeting, coordinated public notifications, and addressed community inquiries. The team performed quantity takeoffs and cost estimates, issued work orders, and conducted field inspections to monitor progress and ensure compliance with construction codes. AMBRO also managed project documentation, reviewed and recommended contractor payment applications, conducted final inspections, and generated punch lists.
